What is the current and past laws pertaining to stem cell research and when was it changed to stop gov't funding? Also, what current news has the subject recieved?

There are not federal laws against stem cell research. The President decided not use tax payer money to fund certain types of stem cell research. There were no laws passed to do so, it was a budget decision. You can conduct embryonic stem cell research but it must be privately funded. There may be some local (state or city) laws and regulations relating to stem cell research but I do not know about them.
