I imagine the answer is D, because you could not silence the genes of an entire person's somatic cells with current technology. The best you could do would be to modify the genomes of the zygotes after artificial insemination, which is quite the ethical dilemma.
In short, D because it is essentially impossible to silence genes in humans.
