well
miRNA are the miRNA That are manily involved in gene silencing by later making the siRNA, so they are double stranded in a way that both complementry stranded come over each other to make that double stranded.
any other suggestion.........

Prior to associating with Argonaute, a free miRNA is a duplex. As the miRNA strand that will recognize target mRNAs is loaded onto miRISC, Argonaute cleaves the second strand which then dissociates from the complex. In its active form as part of miRISC, a miRNA is single-stranded.

You are both right, it is a matter of timing.
