Default free sequencing of cancer related cDNA library ?

Dear Colleagues

I remember, a few years ago, reading an offer from a public
institut, where one could have a cDNA library sequenced free
if it was related to cancer. Does this ring a bell ? Is this
offert still runing ?

Thank you for reading my message,

Best regards and happy newyear
