Since we know that the speed of light is constant, it determines most of what happens in the universe. If it can speed up or slow down, what could possibly happen to the universe?

can the light be slowed down or accelerated?
technically it is not an object, but a wave, right? (i'm not a physicist) so you cannot accelerate a wave
