Hi,
This thing has been bugging me and my friends for awhile now. At what
wind speed does the friction between air and skin cancel out the wind chill?

It doesn't, when you still have skin. When significant impact /
compression heating occurs on the upwind side of a body, The body
would likely have the skin peeled off, or more likely the entire
body would be accelerated to wind speed. At mach+ speeds, then
you can also get significant frictional heating.
