Are you trying to make a generator? Picture this: fill the liquid in a cylinder but not completely, apply the current to the liquid and tip the cylinder so all the liquid falls toward one end then tip it the other way, if you do this at a nice constant rate you should induce AC in the other wire (the AC will have some EM noise to it, since you can't get the fluid to move perfectly), hook the AC circuit to narrow band pass filter and you should end up with a clean AC signal, the frequency depends on how fast you move the liquid. Another thing is put the liquid in a pot and apply DC to it, boil the liquid and you should end up with EM noise being induced in the other wire, you will have just made a random noise generator. ..Or maybe I'm totally wrong.
