Default Where can pro-insulin and C-peptide be checked?

I'm a general practitioner (GP) in Hong Kong. I'd like to ask if an Australian GP suspects that a patient has insulinoma, will the blood tests of pro-insulin and C-peptide be available in primary care setting? Or these tests will only be available to hospital physicians or endocrinologists?
