ARMS PCR problems

I am using ARMS PCR for amplification of a 128 base pair fragment and a 400 bp internal control. both are amplifying at 58 degrees separately, but when run together, only the 128bp fragnment gets amplified, the internal control does not. what could be the problem and how can it be rectified?
