Why do the first 2 cycles of PCR (Polymerase Chain reaction) produce 0 target DNA?

I believe the premise of your question is wrong. Did someone tell you this was a fact?

It doesn't. Amplification starts in the first cycle, although it usually takes at least 10 before detectable amounts of product are visible.
