logically you can put your primers at room temperature for long time and it should work, but it is not common practice, because if you get any nuclease contemination then it is easily chew up the primers, so it is recomended to place them at -20oC so that even if it get contemination by repeated use then the enzyme could not work to cleave primers. there may be some other reason.

Always store the primers in frigo or freezer (-20 C)

Leaving the primers at room temperature is possible but doesn't deserve my recommendation, since the primers will not remain stable when left at room temperature.

To dissolve arrived primers, it's recommended to let it stand in frigo overnight.
