Exclamation TOP/FOP flash assay

for measuring Wnt/Beta catenin signaling activity is FOPFLASH transfection absolutely necessary along with TOPFLASH?

i use mouse cell lines and surprisingly for every cell line FOPflash gives more Light units in luciferase assay that TOP!!! (these cells are untreated except TOP or FOP transfection)
