Has anybody using Biotin label DNA and detecting by streptavidin IR dyes?

yes I have used biotin labeled DNA and streptavidin detection for EMSA, I am not sure what you mean about IR dyes? Do you have an example kit or method of detection?
very interesting if they have come out with IR detection for EMSA.
