No, with current technology they can't ...I don't believe, that could ever be possible...creating living creatures out of some kind of DNA record, in my opinion it will remain science fiction !

we can produce an effigy of the dinosaur maybe with skin and bones and blood but we can't put life into it and i think it's better left that way.
