Adding water to a buffered solution has "minimal" impact on the pH, not "no"
impact. Extrapolate to infinite dilution with pure water and you obviously
have a pH of 7. In practical terms, pH changes in common laboratory buffer
solutions are usually just detectable at about 50/50 dilution with water,
and become marked at 1:10.
