Since I speak both American and English ... I can tell you that usually it is
the same as denatured alcohol ... which is ethyl alcohol with some added methyl
alcohol for those who wish to get blind drunk and drunk blind at the same time
....
There are also formulations of both that and rubbing alcohol that have other
constituents added for some uses ...

I think surgical spirit may be 70% denatured ethanol. This concentration is
the most active against microbes. Denatured alcohol and methylated spirit
are usually 95% ethanol, and "meths" is more strongly denatured (ie. more
unpleasant to drink) than surgical spirit.

Is "rubbing alcohol" in the US isopropyl alcohol?

There's really no firm formulation of it ... I have seen the 70 % IPA most
often ... an ethanol based one ... a IPA/MeOH/EtOH mixture(5-5-90) (aka Reagent
Alcohol) ... and some with things like Methyl Salicylate added ...

95-5 Ethanol - water worked very nicely for making punch ... much better than
the 100 % which seemed more prone to hangovers ... Geesh ... that was so nice
then 30 years ago ... now I'm looking at $50 bottles of wine ...

Come to Australia - you can get a very nice bottle for AUD15 - 20 (that's
about USD10 - 14) and some quite drinkable stuff around AUD10. You can also
pay AUD50+ if you want!

I do want to visit ... as soon as I can string 2 weeks vacation together
without the owners where I work going into a panic I will ...
As far as wine goes ... I was reared on what Redd FoXX called Champipple ...
mixing cheap Ripple Wine with Ginger Ale for the bubbles ...
The expensive wine now is for a special holiday dinner ...

It's actually a formulated product - defined in the British
Pharmacopoeia, but not commonly used in Europe and USA.

Surgical Spirit ( BP 2003 ) contains:-
5 ml Methyl Salicylate
10 ml Diethyl Phthalate
25 ml Castor Oil
Industrial Methylated Spirit to make total of 1000 ml.

The Industrial Methylated Spirit used is a mixture of nineteen volumes
of ethanol of an appropriate strength ( 99% or 95% volume ) with one
volume of approved wood naphtha.

Ah yes, the old timers used to muse about adding reagent grade ethanol
to the punch. We don't do that anymore. It may be labeled 100%
ethanol, but it has a couple of ppm benzene remaining from the trinary
azeotrope. You could eventually tell who's indulging in a bit of
high-tech bootlegging, the sudden damage to their liver is significant
and distinct from plain old alcoholism.
