you notice them more when they are near your ear because you are annoyed. In reality, they are just looking for a nice place to bite where the skin is soft and blood vessels are close to the surface. Depending on what you are wearing, there may be some open areas around your neck that they intend to land on, but I suspect it's just the imagination. Like we notice red traffic light more often than we notice the green one, because the red is more annoying
