Cheap alternative to alcohol liquid drug delivery vehicle
 

Does anyone know a cheap and easily obtainable alternative to alcohol to make a drug delivery vehicle?

I've been making a drug delivery vehicle of 60/40 ethanol/PG but the ethanol causes issues for me. So, I want to replace the ethanol with another suitable substance. Can someone tell me what could replace the ethanol in this?
