Default about Km, maximal reaction rate and substrate concentration

Hi! We are 4 teachers of biochemistry at university level (Universidad Central de Venezuela, Caracas). One of us (not myself) means that by Michaelis and Menten enzyme kinetics a higher Km not necessarily imply an increase of substrate concentration in order to reach 1/2 Vmax or even Vmax. According to standard books it seems to be necessary. Please, we are waiting for your comments.
