DNA stuck in agarose wells and Dna Smears

I cant seem to get it right, I dont know how and why the dna is stuck in the gel wells and only smears of dna can be seen without the bands in a place they are supposed to be.

Either There is no DNA or High Salt concentration in your sample.

Any chance you made the gel up using water instead of TAE?

I've done that once before and it makes your samples really smeary.
